You can find information about US-Government sponsored programs on this site (Academic year 2002-2003): http://www.useic.ru/fin_aid/09_2001.htm. Please, pay attention if this programs available for Uzbekistan.
You can try to find Research or Teaching assistantship from the American University.
I also recommend you to visit the Educational Information Center in Tashkent. You can find reference materials and get consultations there.
